TDX is managing the MTA’s Small Business Mentoring Program, its Tier 2 graduate Program and related Small Business Federal Program. Since helping the MTA implement these programs in 2010, we have prequalified more than 423 small, minority and women-owned businesses and completed more than 258 projects valued at $239 million. The program is modeled on the SCA Mentor Program and was created as part of the MTA’s commitment to increasing minority, women and small business participation in the MTA and its agencies, and to developing a cadre of new contractors prepared to successfully bid and implement MTA capital contracts.
In addition to prequalifying contractors, TDX’s team has provided classroom training, access to financing and bonding, and ongoing assessment and mentoring. TDX has also provided management and oversight for construction by Mentor contractors. Contract awards have progressively increased each year and now total more than $117 million in the SBMP program. In 2013 and 2014, a Small Business Federal Program and a SBMP Tier 2 (Graduate) program were initiated, providing larger bidding opportunities for mentor contractors that have completed the initial 4-year program. To date, projects valued at $69.3 million and $44.8 million have been awarded in these two programs, for a total of $239 million of awards in the overall program.
TDX is also managing the MTA’s new Business Development Program. The scope of services for this contract includes contractor assessments, action plans, and regular follow-ups, classroom and one-on-one training, back-office and technology support, business plan development, graduate transition support and mentoring, assistance with union affiliation, support with accessing capital and securing surety bonding, as well as CPA and legal sub-consultant support.
